Two proposals landed on the same founder's desk in August. Both said LLM SEO. Both quoted $6,000 a month. Both listed content optimization, schema, citation tracking and reporting.

One of them was a content retainer. The other was a PR retainer with a dashboard attached. Neither said so.

The founder asked us which one to take. The honest answer was that the question had no answer yet, because nothing in either document said which layer of the problem the money was buying.

That split is what this post is about. An LLM SEO agency works across three layers, it controls exactly one of them, and the one it controls is the smallest.

## What does an LLM SEO agency do?

An LLM SEO agency gets your brand named and cited inside answers from ChatGPT, Gemini, Perplexity, Claude and AI Overviews. The work splits three ways: rebuilding your own pages so models can extract them, earning mentions on the third-party pages models already trust, and measuring which prompts return you. Only the first layer sits entirely inside the agency's control.

## The three layers, and who actually controls each one

The vocabulary is a mess on purpose. LLM SEO, GEO, AEO and AI visibility all describe the same job, and every vendor picks the acronym that flatters its origin story. **Layer 1 is your own site.** Answer blocks, schema, crawlability, entity consistency, internal linking. An agency can change all of it, ship it in weeks, and show you the diff. This is the layer every proposal describes in the most detail, because it is the only one that behaves like a normal content engagement.

**Layer 2 is everything you do not own.** Review platforms, directories, community threads, journalist coverage, partner pages, comparison sites. An agency can pitch, place and correct here. It cannot publish at will, and it cannot promise a date.

**Layer 3 is the model.** Which sources it selects, how it ranks them inside the answer, which brand it recommends, when it refreshes. Nobody sells this layer, and a few agencies quietly price as though they do.

## 5 reasons the retainer underdelivers on the layer you care about

These are structural. They apply to a good agency and a bad one identically, which is why they are worth understanding before you evaluate any particular firm.

### Reason #1: Most of your citation pool sits on pages the agency cannot edit

Muck Rack's May 2026 Generative Pulse analyzed [more than 25 million links cited by ChatGPT, Claude and Gemini](https://www.globenewswire.com/news-release/2026/05/07/3290268/0/en/Generative-Pulse-Earned-Media-Consistently-Drives-AI-Citations-Holding-at-84.html) across 17 industries. Earned media drove 84% of citations, a figure that has held inside a 7-point band across three editions since July 2025.

Our own corpus says the same thing from a different angle. The CITE Index ran 500 buyer prompts nightly through ChatGPT, Gemini and Google AI Mode for 63 days and collected 90,132 answers. Four of the twelve most-cited domains were brand-owned. The other eight were places a brand has to earn its way into.

So the layer an agency can rewrite on Tuesday afternoon accounts for roughly one sixth of the sources models reach for.

### Reason #2: The fully controllable layer is also the fastest to exhaust

Layer 1 work has a floor and a ceiling, and the ceiling arrives early. There are only so many revenue pages, and each one only needs its answer block, its schema, its entity cleanup and its internal links once.

A competent team clears the queue for a mid-size B2B site in one quarter. After that the retainer is either maintaining a finished job or has quietly moved to layer 2 without repricing.

This is the single most common shape of a stalled engagement. Month one through three look productive because layer 1 is visibly broken. Month four onward feels slow because the remaining work moved to a layer with a different clock.

### Reason #3: Placement work is real, and its lead time is not monthly

The evidence that layer 2 moves is now published rather than anecdotal. In March 2026 Stacker, working with Scrunch, ran [87 stories across 30 clients and queried more than 2,600 prompts across 8 AI platforms](https://www.globenewswire.com/news-release/2026/03/16/3256365/0/en/New-Stacker-Research-Earned-Media-Distribution-Triples-AI-Search-Visibility-Delivers-239-Median-Lift-in-Brand-Citations.html). Earned distribution produced a 239% median lift in brand citations and nearly tripled how consistently brands surfaced across platforms.

Otterly's controlled experiment pointed the same way from the opposite end. A seven-page site with no schema and no domain authority reached top-3 visibility in ChatGPT inside 14 days on the strength of [sixteen off-domain placements alone](/blog/off-page-citation-placement-zero-domain-authority).

Both results are encouraging and neither is schedulable. Pitches get declined, editors sit on drafts, directories take weeks to refresh, and a community thread cannot be commissioned. A monthly invoice sits badly against that rhythm, and the mismatch is what produces the quarter-three conversation about whether anything is happening.

### Reason #4: The position you are buying may not be available in your category

This is the finding that changed how we scope our own engagements, and it does not appear anywhere in the agency literature.

Across 90,132 answers, the average category leader appeared in 78.2% of its category's answers. The leader flipped on only 18.7% of day pairs, and in 4 of 10 categories it never changed at all across 63 consecutive days. A category with an entrenched leader is not a category where a 90-day retainer buys the top recommendation. It is a category where the realistic goal is entering the consideration set, and the honest pitch says so before the contract rather than in the QBR.

### Reason #5: The measurement that proves any of it costs more than the panel they quoted

Otterly's September 2026 stability study covered [252,407 AI search answers across seven engines](https://otterly.ai/blog/ai-search-visibility-stability/) and 520 prompts. At 10 tracked prompts, 90% of brand coverage figures fell inside a band 32 points wide. At 50 prompts the band narrows to 13 points.

The same study found Perplexity reused about 75% of its sources day to day while ChatGPT reused about 26%. One weekly cadence reports a durable position on one engine and close to a coin flip on the other.

A twelve-prompt panel checked weekly cannot separate layer 1 work from layer 2 work from resampling. Whatever the agency did, the report will not be able to say which layer did it. The fourth row is the one buyers negotiate away first and regret last. Without it, layers 1 and 2 are indistinguishable in the reporting, which means you cannot tell which half of the retainer to cut.

## How to scope an LLM SEO agency by layer

Five steps, in the order that saves the most money.

### Step 1: Split every proposal into the three layers before you compare prices

Print the deliverables list and write 1, 2 or 3 beside each line. Anything you cannot assign goes in a fourth column called strategy, which is a document rather than a layer.

Two proposals at identical prices will usually land very differently, and the split is the comparison. This one exercise resolved the founder's August decision in about twenty minutes.

### Step 2: Ask which layer each named person works on

Agencies staff layer 1 with content and technical people and layer 2 with outreach and PR people. Those are different hires and most firms are genuinely strong at one of them.

Ask who does the placement work, how many placements they landed last quarter, and on which domains. A firm that cannot name the domains is selling you layer 1 with layer 2 language.

### Step 3: Set the layer 2 target in named domains, not a percentage

"Increase off-page authority" is not a target. "Get us listed and reviewed on these six domains, and into these three community threads, by the end of Q1" is one.

Build the list from where your category's citations actually come from. In our corpus Reddit alone drew 14,698 citations and appeared in 13.6% of all answers, so for most consumer-adjacent categories it belongs on the list whether or not the agency enjoys working there.

### Step 4: Fix the measurement panel before any work starts

Agree the prompt set, the engines, the runs per prompt and the reporting window in week one, and insist that mentions, citations and recommendations are counted separately. Then take the first reading before a single page changes.

A baseline taken after the work has begun cannot attribute anything to the work. This is the cheapest clause in the contract and the one that makes every later argument resolvable.

### Step 5: Put the layer 3 limit in writing

Ask the agency to state, in the SOW, what it is not promising: model version changes, competitor publishing, source pool rotation, and the recommendation itself.

Good firms write this down without being asked, because it protects them too. A firm that refuses is one that intends to take credit for layer 3 movement when it goes their way, and will have no language for the month it does not.

## What each layer costs in 2026

Published ranges for the category cluster between roughly $3,500 and $12,000 a month for retainers, with enterprise engagements running higher. The number is not the useful part. The split is.

The [2026 State of Generative Engine Optimization in B2B Marketing](https://www.prnewswire.com/news-releases/new-research-from-gnw-consulting-and-demand-metric-finds-geo-adoption-accelerating-across-b2b-marketing-302789540.html), a June 2026 study of 225 B2B marketing and revenue leaders by GNW Consulting and Demand Metric, found 88% of SEO agencies now claim to offer GEO services and 37% of those offerings are loosely defined. Roughly four in ten firms pitching you cannot specify what they deliver, and layer language is a fast way to find out which four.

As a rough allocation on a healthy engagement: layer 1 dominates the first quarter and then should shrink, layer 2 grows and stays, and measurement is a fixed line that never goes away. If your invoice looks the same in month nine as it did in month two, the mix is probably wrong.

Before your next call, do three things. Assign every line on the proposal to a layer. Ask which named person works on layer 2 and which domains they landed last quarter. Then agree the measurement panel before anyone touches a page.

If a firm cannot tell you which layer a deliverable belongs to, that is the answer. The layers are not a framework we invented to sound rigorous. They are where the control actually sits, and a vendor who has done this work knows exactly where their own ends.
